No disrespect, but have you ever been heard by anyone?  Let us try to help you.  Others are being heard on homemade rigs with only a few watts, yet you never seem to be heard.  Unless you are located somewhere near the North Pole, inside a coronal hole, you should be heard somewhere, especially since you've tried both 48 and 76 metres. 
I tried to receive you on various web receivers throughout Europe on 3910 kHz, and heard not a peep.
What antenna and transmitter are you using?  How do you actually know what your output power is? (Do you have a fairly accurate power meter?)  You said your antenna has received good DX, but is it just a longwire, or what?

				howdy. yeah i have normal equipment , meters and etc.
everything is working properly, all is tested.
( i have reports on both 48 and 76 btw )
its just a matter of chance.
i will transmit some more, so more people get the chance to
tune in.

				Hi John 
I think maybe Portugal is a little too far away from me to receive your low power transmission on 76 mtrs. 
Noise levels can be very high there.

				i have come in State Side and other
with no more than 10 Watts so , maybe later on.
I 'll keep transmitting,
you keep those antennas tuned.
