I was able understand only word "Germany" between songs, so probably it is station from Germany

EDIT - Probably this is Skyline Radio Germany

No signal here on 3900 but Atlantis is on 3927 S=7 not the best conditions today on 76m band.
Update: 3900 indeed SRG Skyline Radio Germany fading in at 2015 Utc O=2.
