What is on 4023 ? (Oct 15, 21.30 etc...)
Carrier (sure), and modulation ???
Maybe something from America ?

I have the carrier too, but heard RTTY at 0028.
ITU monitoring (http://www.itu.int/ITU-R/terrestrial/mo ... es/322.pdf) lists a Russian utility on 4023.0. Maybe its them, just keeping an open carrier between data transmissions.
